    The Fund in accord with the university’s approved policy will support two purposes: The Fred and Ruth Bartling Scholarship and the Bartling Lecture series. The exact division of earnings for each purpose will be determined in consultation between the administration and the department chair/ college Dean. B. Concordia St. Paul, at its discretion, in consultation with the department chair/college Dean, and/or other faculty designated by the dean or department chair, will award The Fred and Ruth Bartling Scholarship to student enrolled at CSP with preference given to those pursuing History majors or Secondary Social Studies Teacher Education licensure, who have a demonstrated commitment to social leadership and/or community service, and who have also demonstrated financial need.

    The income from the Fund shall be distributed at least annually as follows: Full-time Concordia University, St. Paul students who demonstrate financial need, and are pursuing a program that would lead to full-time work.

    The income is to be used for scholarships for students in pre-seminary programs or church work programs leading to full-time professional ministry in the LCMS. The designation is for students with financial need, preferably from the Minnesota North district of the LCMS.

    The fund proceeds shall be used to benefit full-time enrolled students at the university who demonstrate clear financial need and be awarded through the office of financial aid or successor function holders. Preference shall be given to students who come from rural or small town settings and demonstrate high academic performance and ambition. Evidence of those traits could, not need not necessarily, be academic grades, personal references or successive part-time employment to support their academic dreams. In the event there is a lack of need for the about provision, funds will be awarded to full-time students at Concordia University, St. Paul with general financial aid needs.

    The income is to be used for scholarships for full-time CSP students who demonstrate financial need and are enrolled in programs leading to full-time church work in the LCMS. Preference is to be given to students who are members of Trinity Lutheran in Janesville, Minnesota.

    Amounts distributed from the fund, pursuant to Concordia University policy shall be used to provide scholarships based on financial need to students who are from low-income backgrounds and/or students who are the first generation in their families to attend college. Any of the unused earnings will be reinvested in accordance with investment policies determined by the Board of Regents.

    Amounts distributed from the Fund pursuant to Concordia University policy shall be used to provide scholarships for students majoring in Art with an emphasis in Studio Art and maintaining a (“B” average). Students receiving this scholarship are strongly encouraged to review the portfolio and scrapbook created by Katharine R. Berwald as a student. The portfolio and scrapbook created by Katharine R. Berwald is held in the theater department and theater archives.

    The Donors prefer that funds be distributed to full-time students pursuing a degree in education with the intent of becoming a Lutheran Classroom Teacher.     The University may retain and reinvest up to twenty percent of the income from the fund in its discretion for purposes of maintaining the real value of the fund in future years. The income is to be used for the purpose of supporting one or more Regents Scholarships. Such scholarships shall be awarded to outstanding students who meet the terms and conditions prescribed by the University for such awards. At the time of the creation of this endowment (February 17, 2005), these include a GPA of 3.7 for continuing students or a class ranking in the 90th percentile with an ACT score of 26 for new students.
