The income is to be used for scholarships for students with first preference going to students enrolled in the pre-ministerial program, second preference going to students enrolled in other church work programs, and third preference going to students enrolled in other programs not included above.

Concordia St. Paul, at its discretion, will award scholarship funds according to the university’s approved spending policy to students enrolled at CSP who are pursuing a degree in a church-work program.

Verna J. Oster Memorial Scholarship Endowment Fund
The income is to be used for scholarships for full time students studying to become teachers of elementary education whether for church or other private or public schools. The scholarships should continue to be available to the students receiving them so long as they continue to study for that vocation on a continuous basis.

Carroll E. and Helen L. (Bierwagen) Peter Endowed Scholarship
The Donors prefer funds be awarded to students with demonstrated financial need, pursuing a full-time professional career in Lutheran church work. In the event there exists a lack of need for the above provision, funds will be awarded to full-time students at Concordia University, St. Paul with general financial aid needs.
